…e HO-46/47 The countermodel supports the 118 reached rows; the 68 NOT REACHED rows remain unresolved. Preserve historical records and the failed round-6 module. Record the separately verified round-7 controls and repair, issue scoped handoffs with pending receipts, and index draft native PR #808. Main is unchanged.
The frozen file table already includes controls.py. Remove the duplicate mention in S1; scope, frozen hashes and decision rules are unchanged.

Record the finite stopped-circuit evidence, written recurrence and cone arguments, and the remaining pair-cone transfer and general-k availability obligations. Cite the historical K(Z_F) decomposition and B4 realization to justify the dual tests on the entire recorded cone. S1 checkpoint: 2d870fc; native controls and all 11 mutations pass. Verify run 38167557092 succeeded with 19 successful jobs and the intentional A42 exclusion-matrix skip. This pull-request run is a stage checkpoint, not an F/E attestation. The control plane and all three frozen execution files remain unchanged. This commit adds result.md only. E requires its own all-green exact-head workflow run and the owner's exact-SHA designation.

Add only verification/receipts/OI-CHANNEL-1.json as one single-parent child of reconciliation 2f05823. The receipt is generated by tools/v3_receipt.py from D, designated F, designated E, the reconciliation object and recorded host attestations. F is a5aad0c; E is d845368. Exact-head workflow_dispatch attestations passed all 33 jobs at F and all 34 jobs at E, before their owner designations. The reconciliation retains E's complete tree; this commit adds no execution, kernel, manuscript or control-plane change. The receipt is a protocol record for the scoped audit and sources no reconstruction premise. The offline V3 verdict and required CI must pass before landing.

The RUS route relies on a written finite-protocol witness and an introduced transfer premise. This native V3 round persists exact stopped-circuit checks and distinguishes the limit argument from exact availability and pair-cone transfer.
The package adds a standalone Gaussian-rational checker, controls and the five frozen CI splices from research commit

d84536837b591de4601e09dada57a4e565db34c7adds only result.md as one linear child of S1. Native controls at exact S2 pass: exit 0, empty stderr, the unchanged frozen output checksum, 17 groups and 140 matrix-unit cases. The result separately labels written and computed evidence and cites the historical K(Z_F) decomposition and B4 realization to justify the ZF dual tests on the whole recorded cone.The review identified a brittle negation-insensitive text check. The frozen checker, controls, workflow and preregistration remain byte-identical; the result expresses the required non-inferences without the trigger phrases and passes the frozen S control. No frozen control has failed during native execution.
Separate design evidence remains in PR #807: the ComplexOrder repair builds with seven standard axiom reports; its existing 12-module manuscript-census failure is disclosed design evidence (run 38162504147). This round imports none of those modules. The H3-to-maxCone lead requires a separate proof package.
Status: S2 execution and validation are complete. Exact-head verify #1894 passed all 34 jobs, with no skips or failures (
