Rebuild site daily to keep build-time values current - #162

The weekly cron only ran update-citations, which just opens a PR and never triggers a rebuild. Since build-site otherwise only runs on push to main, values computed at build time (e.g. member seniority in portrait.html) stayed frozen until someone merged a change. Switch the cron to daily and add a build-site job so the site redeploys every day regardless of whether citations changed. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
