Resolves a release, verifies checksums, installs into ~/.sen and
writes activate scripts; bats runs its test suite in CI.

feat(installer): add the curl-based binary installer

Resolves a release, verifies checksums, installs into ~/.sen and writes
activate scripts; bats runs its test suite in CI. The release workflow now
publishes SHA256SUMS, without which the installer's verification step could
never run.
