Actions are pinned by commit, the hooks catch up and grow, and the
release tag triggers that never fired are fixed.

ci: overhaul the static checks

Actions are pinned by commit, the hooks grow, and the release tag triggers
that never fired are fixed. The markdown hook scans instead of rewriting: fix
mode exits successfully when it has nothing to fix, so 173 findings went
unreported, and its repairs moved code out of list items and content tabs.
Those findings are cleared here.
