Sanitizers, clang-tidy, a flake hunt and benchmarks run nightly and
file a tracking issue on failure; ci-image.yaml proves the Dockerfile
still builds.

ci: add nightly lanes, image validation and the benchmark structure
e837ade 
Sanitizers, clang-tidy, a flake hunt, benchmarks, the newest compiler and
the coverage report run nightly and file a tracking issue on failure.
main.yaml calls ci-image.yaml when a change touches the build environment,
so a broken image fails the required check.
