Overview

Slice 5 of 8 of #17615, which stays open as the complete, CI-validated source of truth for the Multi-Cluster Services (KEP-1645) port. Review this PR for the per-cluster controller that implements KEP-1645 on top of the registry: registration and lease, the ServiceExport reconciler, label-driven auto-export, and the importer that writes ServiceImports, derived Services and EndpointSlices; the other slices are listed under Issues and Ongoing Work.

mcs-controller runs in every member cluster (leader-elected, Lease mcs-controller.dynamo.nvidia.com). It registers the cluster with the registry and renews its lease, exports Services that carry a ServiceExport or the label dynamo.nvidia.com/mcs-export: "true" together with their endpoints, and materialises what the registry merges: ServiceImports, derived-<hash> Services and EndpointSlices with the KEP labels, the source cluster's topology.kubernetes.io/region and a per-endpoint targetRef naming the exported pod. Those slices are exactly what the Global Discovery Service's --pool-discovery mcs backend reads, which is how this module replaces Karmada under it with no Rust change.

docs/mcs-controller.md covers behaviour, flags, RBAC and metrics; read it first, then internal/mcs/export and internal/mcs/importer.

Key Changes

  • Add cmd/mcs-controller and internal/mcs/app (controller-runtime manager, metrics :8080, health :8081, leader election), internal/mcs/config (flags, MCS_REGISTRY_URLS, POD_NAMESPACE), internal/mcs/identity (cluster and clusterset ids from flags or from the KEP-2149 ClusterProperty objects, per --cluster-identity-source), internal/mcs/lease (registration and renewal, leader-only).
  • Add internal/mcs/export: the ServiceExport reconciler with finalizer dynamo.nvidia.com/mcs-service-export, conditions Valid, Ready, Conflict, the auto-export controller for labelled Services, and the resync that deletes registry records without a local ServiceExport.
  • Add internal/mcs/importer: ServiceImport, derived Service and EndpointSlice apply with server-side apply, multicluster.kubernetes.io/service-name and source-cluster labels, region label and targetRef on each endpoint.
  • Add internal/mcs/{metrics,tracing,convert,mcstest} and the envtest suite internal/mcs/integration.
  • Add config/crd (ServiceExport and ServiceImport v1beta1 with v1alpha1 served, copied from sigs.k8s.io/mcs-api by make sync-crds; ClusterProperty kept by hand) embedded into the binary, the generated config/rbac/role.yaml from +kubebuilder:rbac markers, hack/boilerplate.yaml.txt.
  • Add docs/mcs-controller.md.

Validation

Every slice of #17615 was validated together at 0fd4c96b on the parent branch, from a fresh checkout of deploy/global-discovery-mcs:

  • make lint 0 issues; make test (unit plus envtest, -race, coverage gate 85 on ./internal/...) 95.7 percent; make test-integration against amazon/dynamodb-local all pass; make proto-check and make check no drift; Docker linter and tester stages exit 0.
  • Chart: make -C deploy/helm/charts/global-discovery-mcs lint test, 57 unittest cases; server-side dry run and a real install, upgrade and uninstall.
  • CI metadata: build_codeowners.py --strict 100 percent owned, emit_codeowners.py no diff, test-filters.js 87/87.
  • Docs: docs_lint.py 0 errors, fern check 0 errors, fern docs broken-links passes.
  • End-to-end on three kind clusters (make e2e E2E_PHASES="1 2 3"): 99 passed, 0 failed, 1 known gap (pool region equals cluster id until feat(global-router): take a pool's region from its EndpointSlice label in the mcs backend #17604 lands).

dynamo-global-common holds the types that more than one Global Router
component needs, so each is defined once:
- a pool's identity and location (PoolKey, PoolId and its deriver,
  PoolLocation), from the shared crate on the global-router-v2 test branch;
- the JSON of the Global Discovery Service's HTTP API: the POST /pools body
and its lease reply, and the pool and router lists. Today the service and
  its client each define these;
- how a router names a PoolRelay on a trusted network (address_identity),
  which the service writes into each pool's relay_identity;
- Global Router replicas, and list-and-watch events and snapshots, which
the service and the client in #17208 both define today.

The JSON does not change. PoolKey now reads and writes
{"site_id", "namespace", "dgd_name"} and checks each field while reading.
A lease reply parses only when the heartbeat interval is above zero and
below the lease, as in the client in #17208, and the lease is at most a
day.

Review feedback: the comments on `round_trip`, `PoolLocation` and
`Snapshot` repeated the name or the fields right below them.

…c comments

- A `POST /pools` body with an empty or blank `model` no longer parses, as
with an invalid pool key, so the PoolRelay gets a 422 instead of
registering a pool that no request can match.
- The crate docs said the service writes the API's JSON and its clients
read it; the registration body goes the other way.
- `pool.rs` no longer refers to a source adapter that is not on main, or
calls the V1 derivation the POC one.

The one-day cap made the shared `Lease` stricter than the client in #17208:
once that client reads the shared type, a reply with a longer lease would
fail to parse. The cap only protects the service's own clock arithmetic, so
the service now bounds the lease it grants (#17371), and `Lease` keeps the
checks a client needs: the interval is above zero and below the lease.

Also drops `LeaseError`'s doc comment, which restated its use.

A pool's listing named its PoolRelay by one address. On a dual-stack
cluster the PoolRelay's pod has two, and it connects to a router from
whichever family the router's address uses, so a router matching one
address could turn the right PoolRelay away. `relay_identities` now lists
each of them.

round_trip fails unless the parsed value serializes back to the same
JSON, so the field assertions after it could not catch anything more.
A lease of u64::MAX seconds already shows that a lease has no upper
bound, so the 48-hour case goes too.

dynamo-global-discovery-service starts as a library: which Global Router
pools exist, and which Global Router replicas a PoolRelay connects to.

Following the Global Router coding standards:
- The contract comes first: the store traits in pool_discovery
  (PoolDirectory, PoolRegistrar, ReplicaDirectory), on the
  dynamo-global-common types.
- The stores sit below it: in memory (registrations with leases), and MCS
(pools and router replicas from the EndpointSlices that Karmada or a
  standard MCS implementation imports).

The HTTP service that serves them is added separately.

The code is the discovery work from #15933 and #15949, in the crate layout
of the global-router-v2 test branch. It leaves out the router-side pieces
those PRs had (relay admission, state connections, router discovery
modes): routers now read pools from the service, and relay connections
belong to the router.

- When the EndpointSlice watch keeps failing, for example after its RBAC is
removed, the cache served its last view as complete indefinitely. It
still serves that view, and the service stays ready, but after a minute
of failures it reports the view as Estimated, so GET /pools says
"complete": false, and it logs the failures as errors.
- A misnamed router port, Service or namespace left GET /routers empty with
nothing in the log. A router EndpointSlice without the named port is now
logged, and so is a relist that lists nothing, which also catches a
  cluster without the expected ServiceImports.

… list

Review feedback:
- list_and_watch returns a stream that yields nothing until the first
complete list. That is deliberate, as dynamo_runtime's Kubernetes
discovery also waits to be ready, but it was undocumented. The cancel
token ends the wait, and the watch's failures are logged.
- The error logged after a minute of watch failures claimed to list the
last view as incomplete even before there was a view.
- A test comment only restated the next line.

…ache

- The watcher's lists, including its relists after a watch error, were
quorum reads from etcd (kube's default, ListSemantic::MostRecent), paged
500 at a time. They now use any_semantic(): the API server answers from
its watch cache, and the watch catches up from there. Discovery needs
nothing stronger, and the pool watch covers every imported EndpointSlice
  in the cluster.
- The one list made before the cache syncs uses match_any() for the same
  reason.
- The pool and router indexes each had a copy of the Ready filter; both now
  use one ready_endpoints helper.

… them

The previous commit asked the watcher for lists from the API server's
cache with any_semantic(), but kube sends resourceVersion=0 only when no
page size is set, and the watcher pages 500 at a time by default. Its
lists therefore stayed paged quorum reads from etcd. With paging off they
are served from the watch cache in one response, as client-go's reflector
lists. The cache keeps only what it derives from each slice, so the larger
response costs little.

… who makes it

The MCS store's module doc said the operator creates each PoolRelay
Service's `ServiceExport`, but no operator code does. It now says what the
store needs, and what `relay_identity` is for: routers do not check it yet.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

From an independent review against the Global Router coding standards:

- A failing EndpointSlice watch is now reported correctly. The cache
cleared its failure clock on `Init`, which kube sends before each relist
attempt, so a list that kept failing never made the view `Estimated`.
And kube resumes a watch without an event, so after one error a healthy
watch turned `Estimated` a minute later. Now errors spanning a minute
mark the view stale, and two minutes without one count as recovery.
`Init` no longer reaches kube's backoff, which it reset, so a failing
list backs off instead of retrying every 800 ms.
- `register` takes the `PoolRegistration` a PoolRelay sends and returns
the `Lease`, and pools are listed as `PoolListing`. The store's own
record type and its unused revision are gone.
- A pool binds to a PoolRelay pod and lists every address of it in
`relay_identities`, so a dual-stack PoolRelay matches from either family.
A router replica in an IPv4 and an IPv6 slice is served at its IPv4
address, whatever the slices are named.
- The memory store reports a list as exact once a lease has passed since
  it started.
- With Karmada, a Service name over 57 characters loses its cluster from
the slice names. Such slices are now logged rather than skipped silently,
  and the limit is documented.
- `hub`, `endpoints` and `mcs` are private. `EndpointSliceReplicaDirectory`
  is `McsReplicaDirectory` with `new`, `PoolDiscoveryError` is
`DiscoveryError`, the store types implement `Debug`, and the contract's
docs no longer name stores or HTTP routes.
- A relist no longer copies the whole view to check whether it is empty.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Signed-off-by: Anna Tchernych <atchernych@nvidia.com>
- Bind the Ready PoolRelay pod with the lowest address, from the current
slices only, so every service instance admits the same PoolRelay.
- Tell watchers when completeness changes: a Resync when a failing watch
turns the view Estimated, and when it recovers, by an event or by
silence. The memory store publishes one when its first lease passes.
- Ask the API server to end each watch after 50 s, so a server that stops
answering fails within the client's read timeout.
- Drop a failed relist's slices, so the next relist starts over.
- Count only a slice's named TCP port, and not port 0, for router replicas.
- Test that a relist that keeps failing backs off without its Init.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Signed-off-by: Anna Tchernych <atchernych@nvidia.com>
- A relist ends a run of watch errors only when it completes. Its first
slice no longer announces the view from before the outage as Exact.
- An error after a quiet spell ends the old run, and announces it, before
starting a new one, even if the quiet timer has not fired yet.
- The per-attempt budget behind RECOVERED_AFTER counts the client's
connect timeout as well as its read timeout.
- The watch loop takes any event stream, so a test checks that its timer
ends a run of errors that falls silent.

Copy lib/http-server (dynamo-http-server) unchanged from #17178 at
0953287, so the Global Discovery Service can serve on it: TLS and mTLS,
graceful draining, write timeouts and connection handling. #17178 also moves
dynamo-llm onto this crate; this copy leaves dynamo-llm as it is.

The files are byte-identical to #17178's, so the two PRs carry the same
crate. Its 56 tests pass on main.

Adds the global-discovery-service binary, which serves pool discovery for
the Global Router over HTTP: POST /pools (a PoolRelay registers its pool,
and each call is also its heartbeat), GET /pools, GET /routers and
GET /healthz. --store picks the store: memory, karmada or mcs.

It serves on dynamo-http-server, which adds optional TLS and mTLS
(--tls-cert-path, --tls-key-path, --tls-client-ca-cert-path). On shutdown
it lets requests in flight finish.

The service grew from the POC in #16714, through #15949. It leaves out
checking who calls POST /pools: V1 trusts the network, so no store used the
caller. A pool's relay_identity, which routers use to admit its PoolRelay,
still comes from MCS. An invalid pool key or a blank model in POST /pools
is a 422, like any other invalid body, because both are checked while the
JSON is read.

…l Discovery Service

Copied from the POC in #16714 and updated for this crate's binary:
- container/Dockerfile.global-discovery-service builds
  global-discovery-service from dynamo-global-discovery-service into a
CPU-only Debian image, as the POC did for its own binary.
- container/global-discovery-service.yaml deploys it on the hub with the
Karmada store, the router Service global-router and its port http, as
the test deployment in #17278 does. It needs only read access to
EndpointSlices. Logging is set with DYN_LOG, which the service reads,
  instead of RUST_LOG.

The Dockerfile is owned by the global router and ops teams, like other
component Dockerfiles, and the manifest by the global router team.

…ifest's prerequisites

- --pool-service-suffix rejected a value given as a separate argument, as
every suffix starts with a hyphen ("-pool-gateway"), and accepted an
empty one, which made every imported Service a pool. It now takes the
  former and refuses the latter.
- The manifest says what the Karmada store needs: a ServiceImport in this
cluster for each pool's PoolRelay Service and for the router Service, or
a kubeconfig for the Karmada control plane. It also says what the
  --router-* arguments must name.
- A preStop sleep keeps the service answering while the Pod leaves the
Service's endpoints. The service has no in-flight requests to drain, so
it stops accepting connections as soon as it gets SIGTERM.

The shared `Lease` no longer caps the lease at a day (#17330), because a
client should follow any lease it is given. The service still needs a
bound: its stores add the lease to the current time, which a lease near
`u64::MAX` seconds would overflow. `--lease-duration-secs` now refuses
anything over a day at startup, as its help already said.

…ough

The stores now take the `PoolRegistration` a PoolRelay sends, return the
`Lease`, and list `PoolListing` (#17331), so the service no longer converts
to and from a record type of its own. `GET /pools` lists each pool's
`relay_identities`, and the Kubernetes stores use `McsReplicaDirectory`.

The Kubernetes stores count a failing watch as recovered after 120 s
without an error, which holds only if each failed attempt ends within
90 s. kube's defaults are 30 s to connect and 295 s to read. The client
now connects within 10 s and reads within 75 s, and a compile-time check
keeps the two under 90 s. The stores' watches end after 50 s, so a
working watch never reaches the read timeout.

Also give DiscoveryStore a Debug impl.

From Neelay Shah's review:
- PoolKey's first field is cluster_id, not site_id, in Rust and in JSON.
It is the cluster ID the pool's PoolRelay runs with (--cluster-id,
DYN_CLUSTER_ID), so a pool key and its relay share one name. Where MCS
also reports the pool, that ID must be the cluster's name in the
ClusterSet, and the doc says so. Pool IDs do not change: the deriver
hashes the values, not the field names.
- PoolLocation drops cluster, which the key carries.
- ReplicaEndpoint, ReplicaId and ReplicaEvent become RouterReplica,
RouterReplicaId and RouterReplicaEvent, since relays and workers have
replicas too. Their JSON does not change.
- WatchEvent::Added becomes Upserted, Lease::lease_duration() becomes
duration(), and Capacity.count becomes workers, in JSON too.

Lease is now #[must_use], as the client's copy was, so the client keeps
that check when it moves onto this type.

From the review threads: a test, from Dmitry Tokarev's review, that a
reader skips unknown fields and fills missing lists, and two duplicate
assertions removed. A pre-push review added a test that a reply without
its list does not parse, so an empty body never reads as "no routers".

Neelay Shah and Jacob Ioffe asked on #17208 that its client move onto
dynamo-global-common in this PR, so two PoolKey definitions never sit on
main together. lib/global-discovery-client drops its own copies of the
JSON types, router replicas and watch events. It re-exports the shared
types its calls send and return, with their error types; the watch types
come from dynamo-global-common. Its calls and errors do not change.

What it sends follows the shared types: the key's cluster_id, a location
without cluster, and capacity in workers. A PoolKey is built with
PoolKey::new, which checks its fields.

The base renamed the shared types after review (PoolKey's cluster_id,

The base renamed them after review: PoolKey::cluster_id (was site_id),
RouterReplica, RouterReplicaId and RouterReplicaEvent (were
ReplicaEndpoint, ReplicaId and ReplicaEvent), WatchEvent::Upserted (was
Added), Lease::duration (was lease_duration) and Capacity.workers (was
count), in JSON too. PoolLocation has no cluster field, so nothing sets
it. Lease is #[must_use], so tests that only register drop the lease
explicitly.

- DiscoveryBackend is now PoolDiscoveryBackend: dynamo_runtime, a
dependency of this crate, already has a public DiscoveryBackend, for
  Dynamo's own discovery.
- A flag for another --pool-discovery value fails whatever set it, not
only the command line. A test checks that every flag either works with
every value or sits under one of the two --help headings, so a new flag
cannot skip the check. In this PR karmada and mcs take no
registrations, so --registration-storage sits under the registrations
  heading too.
- With karmada or mcs, clap itself requires --router-namespace,
--router-service and --router-port-name, so every mistake in the flags
gives a clap error and exit code 2.
- The 501 for POST /pools no longer says the pools come from MCS: the
HTTP layer does not know why a backend takes no registrations. lib.rs
no longer lists the endpoints, which service.rs documents.
- The tests check the error kind and the flag named, and each router
flag's requirement on its own. Breaking the refusal, counting defaults
as given, dropping a heading or a requirement, or swapping the modes
  each fails a test.

… stores

What implements the pool discovery contract is a backend: MCS is read,
not stored into. The crate, contract and MCS docs now say "backend". The

Review of the controller slice, focused on correctness. The module builds, go vet is clean, and the PR's unit and envtest suites pass. Most findings were reproduced against a real kube-apiserver 1.36 (envtest), several with the real mcs-registry and its memory store.

Most severe first (inline comments have the details and a possible fix):

  1. importer/build.go:277: imported slice names collide across address types, and the immutable addressType stops the import converging.
  2. importer/build.go:201: an unnamed port in the merged port union makes the derived Service invalid.
  3. importer/build.go:194: the exporters' IP families are applied in the importing cluster.
  4. importer/build.go:378: an invalid --region breaks slice applies in every importing cluster.
  5. importer/reconciler.go:256: an import that stops converging keeps showing Ready=True.
  6. export/autoexport.go:97: deleting a hand-made ServiceExport of a labelled Service never creates a managed one.
  7. export/reconciler.go:304: narrowing --watch-namespaces strands finalizers.
  8. export/resync.go:47: a resync can delete an export written during the resync (reproduced with 30,000 cached ServiceExports).
  9. importer/reconciler.go:184: an in-flight apply re-records its hash after a delete, so the deleted object is not re-created.
  10. importer/reconciler.go:116: an import whose namespace was terminating stays pending after the namespace is gone.
  11. importer/reconciler.go:228: spec.ips goes stale after an IP-family change.
  12. importer/reconciler.go:197: an import skipped for a foreign ServiceImport is never retried.
  13. importer/build.go:351: imported endpoints carry Pod targetRefs that consumers such as Linkerd cannot resolve.
  14. export/reconciler_test.go:443: the TestResyncer coalesce assertion is flaky under -race.
  15. importer/reconciler.go:286: stale slices can survive when the EndpointSlice cache lags.

Lower severity: a redundant resync after failover (app/app.go:179), resyncs_total counting attempts (export/resync.go:25), the forwarded trigger label (export/spec.go:37), nil serving (export/spec.go:183), importHash (importer/importer.go:142), the pending-namespace gauge (importer/importer.go:308), status.endpointSliceObjects (importer/build.go:119), and condition reasons outside api/ (export/reconciler.go:570).

Apart from the region label, the imported EndpointSlices match what the Global Discovery Service's --pool-discovery mcs backend reads: labels, namespace, target ports, nil ready, targetRef.name, and dropping clusters whose leases expired.

Review prepared with Claude Code; each finding was checked against the code at f316bf7.

Bug: imported slice names collide across address types, and the re-apply is rejected.

Slice names are positional (<derived>-<cluster>-<i>), and i counts across the address-type groups. When a dual-stack source cluster's group sizes cross --endpoints-per-slice, an existing name is re-applied with a different addressType, which is immutable.

Example: cluster b exports 100 IPv4 and 100 IPv6 endpoints (default 100 per slice), so b-0 is IPv4 and b-1 is IPv6. At 101 pods, BuildEndpointSlices emits b-1 as IPv4 and b-2 as IPv6, and the apply of b-1 fails with addressType: Invalid value: "IPv4": field is immutable (reproduced in envtest). applySlices returns on the first error, so b-2, later clusters' slices, stale-slice deletion and the status patch never run, on every retry, in every importing cluster.

The positional packing also rewrites every later slice when one endpoint is added: one new endpoint that sorts first changed all 10 slices of a 1000-endpoint cluster.

Possible fix: put the address type in the name (for example <derived>-<cluster>-v4-<i>), or delete and re-create a slice whose address type changes. A stable endpoint-to-slice assignment would also avoid the repacking churn.

[P2] Include address family in EndpointSlice identity

Chunk-count changes can reuse a name with a different immutable addressType

The shared index spans all address-type groups. Increasing the number of chunks in an earlier group therefore changes the names assigned to later groups.

With perSlice=100:

100 IPv4 endpoints + 1 IPv6 endpoint:
  <derived>-C-0 = IPv4
  <derived>-C-1 = IPv6

101 IPv4 endpoints + 1 IPv6 endpoint:
  <derived>-C-0 = IPv4
  <derived>-C-1 = IPv4 <-- existing object is IPv6
  <derived>-C-2 = IPv6

EndpointSlice addressType is immutable. Applying the new C-1 fails, and applySlices returns before stale-object cleanup. Subsequent retries encounter the same existing object and fail again. Family removal or transition can produce the same problem.

Requested change

Include address family in the stable slice identity, or explicitly replace objects when immutable properties change. Identity must remain valid when another group gains or loses chunks.

Regression coverage

Use envtest to exercise dual-stack growth across the 100→101 IPv4 boundary, shrinking across that boundary, and a family transition. Verify successful convergence and removal of obsolete slices. API-server validation matters here; a fake client can miss the immutable-field rejection.

Confirmed, and thanks for the envtest reproduction. Slice names now carry the address family and are indexed per family (SliceName -> <derived>-<cluster>-<v4|v6|fqdn>-<i>), so a slice never has to change its immutable addressType; slices under the old names are deleted as stale. Covered by the envtest TestDualStackSliceNamesAcrossTheBoundary (100 to 101 IPv4 endpoints and back with the IPv6 slice keeping its UID, then a family transition). The repacking churn on insertion is real; we will look at a stable assignment separately. Fixed in 766b712.

Bug: an unnamed port in the merged port union makes the derived Service invalid.

BuildDerivedService copies the registry's merged port union as-is. MergePorts keys ports by (port, protocol) and the oldest export wins, so the union can hold an unnamed port next to named ones. Kubernetes rejects a Service with more than one port unless every port is named.

Example: cluster b (the oldest export) has one unnamed port 80/TCP. Cluster c, mid-rollout, exports http/80 and grpc/9090. The import's ports become [""/80, grpc/9090], and every importing cluster fails with spec.ports[0].name: Required value on every retry (reproduced in envtest with the real registry merge). A new import gets no derived Service, VIP or slices. An existing import keeps its old slices, so replaced pod IPs keep receiving traffic.

The union is built in the registry (#17631), so the fix could go there (for example, treat this as a port conflict and keep the oldest export's ports) or here.

Confirmed. The right place is the merge: a port set that mixes unnamed and named ports cannot be a valid Service, so MergePorts now keeps the oldest export's ports whole and reports the mixing cluster as a PortConflict (test TestMixedUnnamedAndNamedPortsKeepTheOldest, in #17631 at bbbb070). The importer additionally refuses to apply an invalid port set (InvalidPorts) and reports it as Ready=False, reason ApplyFailed, with a Warning Event instead of retrying silently (envtest TestApplyFailureIsReported). Bug: the exporters' IP families are applied in the importing cluster.

The derived Service takes ipFamilies and ipFamilyPolicy from the merged import, which describes the exporters, not the importing cluster. An IPv4-only importer rejects a dual-stack import, and a dual-stack importer rejects a change of primary family. Either way apply() fails before the slices and the status.

Example: cluster b exports a PreferDualStack Service with [IPv4, IPv6]. IPv4-only cluster a fails every apply with spec.ipFamilies[1]: Invalid value: "IPv6": not configured on this cluster and is left with a ServiceImport with no ips, no derived Service and 0 slices (reproduced in envtest). On a dual-stack importer, the merged order flipping to [IPv6, IPv4] fails because the primary ClusterIP family is immutable; keptDerivedService only re-creates the Service when it changes to or from headless.

Possible fix: for more than one family, set only ipFamilyPolicy: PreferDualStack and let the importing API server choose from the families it has, and re-create the Service (as for headless) when its primary family has to change.

Confirmed. The families describe the exporters, not the importer. DerivedIPFamilies now sets only ipFamilyPolicy from the import (PreferDualStack for more than one family) and lists just the families the importing cluster's Service network has (read from the kubernetes Service at startup), so the API server picks when the import's family is unavailable; a primary family change re-creates the derived Service the way a headless transition does, and spec.ips follows. Tests: TestDerivedIPFamilies, TestClusterIPsNeedNoUncachedRead (primary flip) and the envtest TestIPFamiliesFollowTheImportingCluster (IPv4-only importer with dual-stack and IPv6 imports). Bug: an invalid region value breaks slice applies in every importing cluster.

The source cluster's registered region is written as the topology.kubernetes.io/region label value without label validation. Neither --region (config.go:149) nor the registry, which checks only length <= 63, validates it.

Example: cluster b runs with --region 'US West (Oregon)' and registers without error. Every importer's apply of b's slices then fails with metadata.labels: Invalid value (reproduced in envtest). applySlices aborts, so for every Service b exports, the slices of clusters that sort after b stop updating, stale slices are never deleted and the status patch never runs. It retries indefinitely.

Possible fix: validate --region with validation.IsValidLabelValue at startup (and in the registry's cluster validation), and skip the label here rather than failing the apply when the value is invalid.

Confirmed. --region is validated as a label value at controller startup (Config.validateIdentity), RegisterCluster validates it in the registry (#17631 at bbbb070), and the importer skips the topology.kubernetes.io/region label rather than failing the apply when an invalid value still arrives from an older controller (sliceApply). Bug (observability): an import that stops converging keeps showing Ready=True.

The status is patched only after the ServiceImport spec, the derived Service and every slice apply succeed. No failure path sets Ready=False or emits an Event, and the spec has already been re-applied (line 218) by the time a later step fails.

With the failures from the build.go comments in this review (slice names, ports, IP families, region), envtest shows Ready=True ("1 of 1 exporting clusters participate"), Conflict=False and clusters=[b] while the registry reports two clusters with PortConflict. kubectl and alerts see a healthy import whose endpoints are no longer updated.

Possible fix: on an apply error, patch Ready=False with a reason naming the failed step, and/or emit an Event.

Confirmed. An apply that fails once the ServiceImport exists now patches Ready=False, reason ApplyFailed, with a message naming the failed step, and emits an ApplyFailed Warning Event; the next successful apply clears it (reportFailure; tests TestApplyFailureIsReportedOnTheServiceImport and the envtest TestApplyFailureIsReported). Minor: a nil serving is exported as the ready value.

k8s.io/api v0.36.3 documents that a nil serving should be interpreted as true, but here it follows ready, so an endpoint with ready: false and no serving is exported as not serving. Consumers that fall back to serving endpoints during termination would skip it.

Minor (efficiency): importHash covers fields the importer never renders.

The hash covers the whole registry message, including updated_at, which no built object uses. The registry derives updated_at from the newest record (internal/view/derive.go:314) and sets a record's time to now on every Put and endpoint replace (internal/api/mcs.go:80, :166). So a resync in any exporting cluster, which rewrites every export, makes every importing cluster re-apply each of those imports in full: the ServiceImport, the derived Service and every slice.

Possible fix: clear updated_at (and any other unrendered field) before hashing, or hash the built objects. Separately, because the watches pass only deletes and this hash short-circuits apply, a managed object edited by hand (rather than deleted) is not repaired until the import changes.

Confirmed. The hash now covers a projection of what the controller renders (spec, labels, annotations, conflict, participating clusters, endpoints with their region), leaving out updated_at, generations, counts and conditions, so a resync in one exporting cluster does not re-apply every import everywhere (TestImportHashIgnoresTimestampsAndGenerations); the hand-edit case is covered by the level-based change above. Minor: a pending import that disappears during a watch gap leaks its pending entry and gauge.

When a new snapshot arrives without an import that was pending on its namespace, collectGarbage enqueues only keys that have managed objects in the cluster. A pending import has none, because its namespace does not exist, so its key is never reconciled, setPending(key, false) never runs, and imports_pending_namespace stays raised.

Possible fix: in Synced, also enqueue (or drop) pending keys that are missing from the new snapshot.

Minor: status.endpointSliceObjects is never set.

[P2] Make import reconciliation level-based

An unchanged input hash does not establish that Kubernetes resources remain converged

This check remembers that the controller previously applied the registry input successfully. It does not establish that the corresponding ServiceImport, derived Service and EndpointSlices still match that input.

Combined with the update predicates returning false, this creates a reconciliation hole:

Registry import H
       |
       v
Apply Kubernetes resources successfully
Remember appliedHash = H
       |
       v
Managed EndpointSlice addresses or Service ports change
       |
       +--> update event discarded
       |
       +--> unchanged registry snapshot arrives
                  |
                  v
             hash == H
                  |
                  v
return success without observing the drift

Healthy cluster heartbeats do not provide a hidden repair mechanism: renewal timestamps are excluded from the import fingerprint, and they do not advance the export/endpoint timestamps used here. With otherwise unchanged input, there is no bounded repair. An unrelated changed import, deletion or restart may eventually recover it.

Requested change

Please derive reconciliation from desired and observed state. Observe changes to controller-owned dependent fields and reconcile those fields against the desired import.

An input hash may cache an expensive desired representation, but it cannot serve as proof of external convergence. Merely accepting update events is insufficient while this early return still bypasses observation.

Predicates should avoid unnecessary work for irrelevant changes without suppressing events needed for convergence.

Regression coverage

Apply an import, then independently modify a managed EndpointSlice's addresses, the derived Service's ports and the ServiceImport specification. Keep registry input unchanged and the controller running. Verify bounded restoration.

Also invoke reconciliation directly after introducing drift: correctness should not depend on a particular event handler having invalidated process-local bookkeeping.

Agreed: the hash proves we applied the input once, not that the cluster still matches it. The managed-object watches now pass update events the controller did not write itself (it remembers the resourceVersion of each of its writes) whenever something it renders changed, invalidating the key's hash, and a periodic --import-resync-period (default 10m) drops every hash and re-walks every import, so repair is bounded even if an event is missed. The hash stays only as a short-circuit for unchanged snapshots. Because Service.spec.ports is a map list, an edited port would survive server-side apply as an extra entry; the controller replaces the list in that case. Regression tests: TestDriftPredicates, TestResyncReappliesEveryImport and the envtest TestImportFromAnotherCluster, which edits a slice's addresses, the derived Service's ports and the ServiceImport spec with the registry unchanged. [P2] Preserve source-to-canonical port mapping

Filtering by the selected port name removes ports from participating clusters

The registry merges Service ports by (port, protocol) and selects the oldest export's name when exporters disagree. The losing cluster remains participating, and its endpoint ports retain their original names.

For example:

Cluster A:
Service TCP/80 named "http" -> endpoint target port 8080

Cluster B:
Service TCP/80 named "web" -> endpoint target port 9090

Merged ServiceImport:
  TCP/80 named "http"

Imported endpoint ports:
  A/"http": retained
  B/"web": discarded here

B's addresses remain in the import, but their endpoint port no longer implements the canonical imported Service port.

Requested change

Normalize each source endpoint port to the selected canonical Service-port name while preserving its target-port number and protocol.

This needs source Service-port-to-endpoint-port mapping, either during registry projection or through sufficient information in the contract. Matching target-port numbers against Service-port numbers is insufficient: both 8080 and 9090 above implement Service port 80.

Regression coverage

Export the same Service port/protocol from two participating clusters with different names and different target ports. Verify that both clusters remain usable through the canonical imported port. Include a genuinely excluded port to verify that normalization does not retain incompatible endpoints.

Confirmed. The registry has the information (each cluster's export spec and endpoint set), so the import projection now normalises: endpoint port name to the source Service port, then by (port, protocol) to the merged port's canonical name, keeping the cluster's own target port and protocol; endpoint ports whose Service port the merged import lacks are dropped (canonicalPorts in the view, test TestImportEndpointPortsUseTheMergedNames with your two-cluster example plus an excluded port, in #17631 at bbbb070). The importer keeps its name filter, and the envtest TestAgainstRegistry asserts that cluster b's slice is served under http with its own target port. Importer test in 766b712.

[P2] Recover missing registry payloads while registration remains healthy

Enqueueing reconciliation does not repair records while the sent hashes remain valid

When the registry stops reporting this cluster's export, this branch removes its status and enqueues reconciliation, but retains the remembered specification and endpoint hashes.

Specification + endpoints published
Sent hashes remembered
          |
Registry payload records disappear
Cluster registration remains present
          |
Heartbeats continue succeeding
          |
SetOwnStatus(nil) enqueues reconciliation
          |
Local source objects are unchanged
          |
Both hash gates skip publication

Re-registration is not guaranteed because heartbeats still succeed. Startup and reconnect resyncs are also not guaranteed. Even further reconciliation caused by ServiceExport status updates encounters the same unchanged hashes.

Endpoint-only loss requires separate attention: the export specification can remain present, so missing-own-export detection alone cannot establish completeness.

Requested change

Define bounded recovery from incomplete registry payloads while the controller, registration and connection remain healthy.

Detection must invalidate the appropriate publication bookkeeping and cause the required records to be republished. Periodic verification or full-state republishing can cover partial loss that the watch does not identify.

If recovery uses re-registration, couple it explicitly to republishing both specification and endpoints; do not depend exclusively on heartbeat failure to enter that path.

Regression coverage

With unchanged Kubernetes source objects and uninterrupted successful heartbeats:

  • Remove the specification and endpoint set.
  • Remove only the endpoint set.
  • Verify restoration without restart, reconnect or workload changes.

Confirmed. Three changes: when the registry no longer reports our export, SetOwnStatus clears the key's sent hashes before enqueueing (and an in-flight write that started earlier does not record its hash); the importer passes the generation of our cluster's endpoint set, and a participating cluster without one means the endpoint set is gone, which clears the endpoints hash; and a periodic --export-resync-period (default 10m) bounds repair when the watch does not identify the loss. We trigger on the endpoint set being absent rather than on a lower generation: a stale watch event delivered after a Put would otherwise clear the hash and resend, which oscillates under stream lag, while a loss always shows as no endpoint set. Your two cases run against the real registry in the envtest TestAgainstRegistry (endpoint set deleted, then the record, behind the registry's back; both rewritten with no restart or reconnect), plus TestRegistryLossClearsSentHashes and TestResyncerPeriodic. The pinned controller-runtime version, v0.24.1, decodes the API-server response into the supplied apply configuration. After the preceding successful Apply, derived.Spec.ClusterIP and derived.Spec.ClusterIPs therefore contain the allocated values. Pinned implementation

Apply derived Service
        |
API server allocates ClusterIPs
        |
Apply response populates derived
        |
        +--> use returned values directly
        |
+--> current code: another uncached GET

This GET does not resolve a cache-consistency problem: the authoritative write response is already available. It adds an unnecessary API request and another failure point before EndpointSlice and status application.

If the GET fails, controller-runtime retries normally; this is not a permanent convergence failure. The issue is the avoidable API dependency and departure from the established pattern of continuing from the write response.

Requested change

Extract the allocated IPs from derived after Apply. Waiting for a Service watch would require additional changes because the current predicates suppress create/update events; using the response is the focused fix here.

Please also correct the module guidance claiming that real Apply does not populate apply configurations.

Regression coverage

Retain an envtest case verifying that first-time derived Service creation propagates allocated ClusterIPs into the ServiceImport and completes endpoint/status application without an immediate uncached Service GET.

Both confirmed, and they share a fix: controller-runtime decodes the apply response into the apply configuration, so the allocated ClusterIPs are in derived.Spec.ClusterIPs after Apply, for first creation and for a re-created Service alike. applyObjects reads them from there and the uncached GET is gone; spec.ips is re-applied in the same reconcile when they change. The module guidance was already corrected. Tests: TestClusterIPsNeedNoUncachedRead (counting reader sees no uncached Get; a family change updates spec.ips) and the envtest TestImportFromAnotherCluster. In 766b712.

Maybe I am mistaken here, but applyObjects runs

svc, svcFound, err := i.keptDerivedService(ctx, derivedKey, headless, families)

Which can return:

if !isManaged(svc.Labels) {
return svc, false, fmt.Errorf("service %s exists and is not managed by %s; it blocks the derived Service of the import", derivedKey, api.ManagedByController)
	}

So for a new import blocked by an unmanaged Service of the derived name, found is false but step is stepService, and reportFailure still runs.

Full details: Title check

Explanation

The title "feat(global-router): add mcs-controller" matches the main change. The changeset adds the mcs-controller command, its internal packages (app, config, identity, lease, export, importer), CRDs, RBAC, and docs. The title does not name the Kubernetes-specific scope. The scope label "global-router" is a broader area than the mcs-controller under deploy/global-discovery-mcs, but the controller is named directly and the title is specific enough for a teammate scanning history.

Full details: Description check

Explanation

The description follows the template sections: Overview, Key Changes, Validation, and Issues and Ongoing Work. The Overview explains the controller's role. Key Changes lists the packages, CRDs, RBAC, and docs. Validation reports lint, test, integration, and end-to-end results. Issues and Ongoing Work lists related and dependent issues and slices. The Pull Request Checklist section is present and unchecked. The template's 'Closes #XXXX' line is replaced by 'Relates to #17601' and 'Part of #17615'. The description does not include a 'Closes' line, and the template marks that line as advisory until release/1.7.0 is cut. The description also mentions a dependency on parent-branch slices, which reviewers may need to resolve before merging.

Resolution

Optionally add a 'Closes #XXXX' line or confirm that 'Relates to #17601' is the correct link, since the template's issue link check is advisory now and becomes required when release/1.7.0 is cut.

Full details: Docstring Coverage

Explanation

Docstring coverage is 59.78% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 179 functions across 50 files. (19 skipped: 13 unsupported, 6 over the file limit.)

Resolution

Write docstrings for the functions missing them to satisfy the coverage threshold.

Claim the new controller files before regenerating CODEOWNERS.

The codeowners check fails because 39 paths fall to the catch-all. This change claims the discovery manifest, but it does not claim the new deploy/global-discovery-mcs/ directory. Add ownership globs for the uncovered paths, then regenerate CODEOWNERS and rerun the strict check. As per coding guidelines, “CI gates 100% coverage and CODEOWNERS↔areas.yaml drift.”

Provide one valid envtest command for the MCS component.

deploy/global-discovery-mcs has no Makefile, and the repository root has no Makefile. Therefore, make envtest is not runnable from the MCS component. The integration comment names a different, also undefined target: make test-envtest.

Add an MCS build target or document the actual envtest command. Keep the documentation and package comment consistent.
