docs(skills): add dynamo-perf-best-practices and run it from pr-checklist - #17464
This PR adds dynamo-perf-best-practices, a skill that checks hot-path changes in a PR before it merges. pr-checklist now runs it for its Performance section.
Most of the ~90 performance PRs merged since June removed a cost that an earlier PR had introduced, such as:
scripts/validate_skills.py and pre-commit pass. All 23 cited PRs are merged.
Replay on real regressions. Fresh agents were given only the skill, plus each PR's description, diff and the parent commit. PR numbers were redacted and the agents had no repo history. The PRs fall into two groups:
The miss is a correctness bug in an unlabeled else if inside an 800-line new file. The real reviewers missed it too, and a randomized test found it later. Mechanism 9 and the Tests bullet ask for exactly that kind of test.
Synthetic cases. A fresh agent given only the skill also checked six synthetic branch diffs. Three of them match no past PR (c, e, f).

Issues and Ongoing Work
No tracked issue. Existing work, and how this PR differs:
pr-checklist §2 Performance pointed to dynamo-clone-hotpath-audit and dynamo-frontend-benchmark only. It now runs this skill first.
dynamo-clone-hotpath-audit audits Rust .clone() calls. This skill covers the other mechanisms and links to it.
consult-perf-knowledge and the optimization skillpack tune deployment knobs, not code.
The pull request adds a read-only pre-PR skill for checking Dynamo code changes against performance mechanisms. It adds example cases, performance-claim guidance, and a listing for the skill in AGENTS.md.

Summary
Review scope and hot-path identification .agents/skills/dynamo-perf-best-practices/SKILL.md, AGENTS.md
The skill defines the review scope and directs reviewers to inspect changed code, callers, and production rates to identify hot paths. AGENTS.md lists the skill.
The pre-PR check can miss changed code or important high-rate failure paths, and its evidence rules can reject valid performance changes. Correct these instructions before relying on the skill.

The pull request description includes all required sections, explains the implementation and validation, documents ongoing work, and includes the checklist with the required item checked. It states that no tracked issue exists instead of providing a closing issue link, which is acceptable because the template marks that check as advisory.

- Line 20: Update the performance-claim guidance around the “Bytes per element”
row to label Rust-only checks such as `size_of` as Rust-specific and provide
equivalent language-appropriate guidance for Python; apply the same distinction
to the related checks in this guidance.
- Around line 8-11: Update the Step 4 applicability trigger in the
performance-claims reference to include branches claiming fixes for loss, lag,
or overload, alongside the existing speedup, memory-saving, hot-path dependency,
and block-scale data-structure cases. Keep the evidence and test checks
applicable to all listed triggers.
- Line 74: Make the failing-test requirement conditional in the performance
guidance: update the test criteria in perf-claims.md and Step 4 in SKILL.md so a
reliable regression or mechanism test is required when feasible; otherwise
require parity tests and reproducible evidence.
Review comments at @.agents/skills/dynamo-perf-best-practices/SKILL.md:
- Line 49: Update the review-input instructions around the `git diff` command to
include untracked files: add a read-only step to enumerate and inspect paths
returned by `git ls-files --others --exclude-standard`. Keep the existing diff
command and fetch step unchanged.
- Line 49: Update the merge-base instructions in the skill to use the canonical
repository remote: upstream for fork checkouts and origin for direct clones.
Fetch main from that remote and use its full remote-tracking ref for the diff;
preserve the existing guidance to use a user-specified PR, commit range, or
patch instead.
- Line 219: Update the skip guidance around “exact (or fingerprinted) equality
check” to require equality or fingerprints only when a skip relies on input
equivalence; allow exact predicates, such as a disabled feature or empty input,
to prove work is unnecessary without comparing inputs.
- Line 74: Update the cold-path guidance in the Dynamo performance
best-practices skill to classify error paths as cold only when their production
rate is confirmed to be low; account for incident scenarios where outages or
invalid-input bursts make error handling run on many requests.
- Line 11: Rewrite the frontmatter description in the Dynamo performance
best-practices skill in third person: state that the skill is used before
opening a pull request, preserve the read-only-unless-asked-to-apply-fixes
constraint, and retain that it is not for deployment knob tuning.
- Around line 62-67: Update the rate and concurrency guidance in the DynamoDB
performance best-practices section to define whether rate is per unit or
aggregate, and make the cost formula consistent: avoid multiplying by
concurrency when rate already includes it. Clarify the table header so readers
can tell what its typical scales represent.

Previously reported defects still present:
Original discussion: The cost formula still multiplies rate by concurrency while the table supplies aggregate rates, allowing concurrency to be counted twice.
Original discussion: The guidance still presents Rust-only mechanisms such as size_of, debug_assert!, and const size assertions as universal requirements despite advertising Python review support.
Original discussion: The input command still omits untracked files despite claiming to include uncommitted changes, and it still hard-codes origin/main, which is the contributor fork rather than the canonical repository in the documented fork workflow.
Original discussion: The performance-claims reference still omits loss, lag, and overload fixes from its applicability trigger even though Step 4 requires evidence checks for them.
Original discussion: The skill still classifies all error paths as cold, so it can skip paths that execute for every request during an outage or invalid-input burst.
Original discussion: The skill still unconditionally demands a test that fails on the parent, rejecting valid semantics-preserving optimizations for which only timing or profiling evidence distinguishes the implementations.
Original discussion: The skip rule still requires equality or a fingerprint for every safe skip, incorrectly excluding exact predicates such as a disabled feature or empty input.
A skill contributors run on their branch before opening a PR. It maps each
changed function to how often it runs (per token, KV block, KV event,
request, connection, worker) and checks hot code against the cost
mechanisms behind Dynamo's recent performance fixes, with a semantics
guard and an evidence bar for PRs that claim a gain.

- Inputs: diff against the remote that points to ai-dynamo/dynamo
(upstream in a fork), include untracked files, and don't fetch.
- Step 1: rates are process-wide; don't multiply by concurrency again.
- Error paths are cold only when failures are rare.
- Skips need an exact predicate, not always an equality check.
- perf-claims: loss/lag/overload trigger, offered-load A/B for those
fixes, conditional fail-on-parent test, Rust-only checks labeled.

…checklist
- Fold the skill into one 100-line SKILL.md: rate table, nine
mechanisms with inline PR links, semantics guard, a short
performance-claims section, and the report. Drop references/;
pr-checklist now covers the PR description and general testing.
- Mechanism 9: a hash fingerprint is not equality; it needs an exact
fallback or a documented collision bound.
- pr-checklist section 2 points hot-path changes to this skill.

Must fix. Add the cues its friction notes needed:
- an existing cost counts when the diff adds a caller or raises its rate;
- DashMap len and is_empty lock every shard;
- read a hot-path dependency's source at the locked version;
- equal sizes or counts don't prove equal contents;
- trivial per-item costs go under Consider.
