fix(router): forward the conditional-disagg bypass marker only on request - #17268
When the KV router bypasses remote prefill, the prefill router prepends the router-internal x-bypass-remote-prefill annotation to the response stream. The HTTP layer writes it to the client as an event: frame with no data: line. The OpenAI Python and Node SDKs abort the stream on that frame, so every bypassed request fails for those clients.
This PR forwards the marker only when the client asked for it in nvext.annotations, the same contract as request_id. Default clients never see it.
Details:
prefill_router/mod.rs: the existing guard still strips client-supplied copies of the marker (clients cannot force the bypass); whether anything was stripped is remembered as the opt-in. with_bypass_marker prepends the frame only when that flag is set.
The request-side annotation that tells the decode hop to prefill locally is unchanged.
Tests: bypass_marker_frame_precedes_engine_output_when_requested (pins the frame shape: event: name, no data, : true comment, ahead of engine output) and generate_forwards_bypass_marker_only_to_opted_in_clients (end to end: process-local runtime, real KV router and routing host over a recording dispatch; asserts the opted-in client gets the marker first, the default client gets none, and the decode hop sees the router-owned marker exactly once in both cases).
Repro: stream the same chat request twice on a disaggregated deployment so the second run has a cached prefix. The second run's first frame is event: x-bypass-remote-prefill / : true; openai-python 2.28.0 raises JSONDecodeError, openai-node 6.9.0 raises SyntaxError.
Where should the reviewer start?
with_bypass_marker, the client_requested_bypass_marker capture in generate, then the end-to-end test.

The prefill router now prepends the bypass annotation to conditional-disaggregation bypass responses only when the client requested it through nvext.annotations. Tests cover both opted-in and default response streams.

Explanation
[Issue #17267] The PR records whether the client requested x-bypass-remote-prefill before removing client-supplied markers. It prepends the response marker only for that opt-in case and leaves the stream unchanged by default. This prevents the data-less SSE frame for normal requests. The reported unit test covers both default and opt-in behavior. The request-side annotation remains unchanged.

Add generate-level coverage for the opt-in marker.
bypass_marker_is_withheld_unless_the_client_opted_in passes false or true directly to with_bypass_marker. It does not exercise PreprocessedRequest.annotations, generate, or the retain call. The test can therefore pass if annotation capture, marker removal, or the conditional-bypass call site regresses.
Extend the test near lib/llm/src/kv_router/prefill_router/mod.rs:1374 to drive the conditional-bypass generate path with and without x-bypass-remote-prefill, then assert the resulting response streams.

…uest
The prefill router prepended the router-internal `x-bypass-remote-prefill`
annotation to every bypassed response stream, and the HTTP layer wrote it to
the client as an `event:` frame with a `:` comment and no `data:` line.
Spec-compliant SSE parsers ignore it, but the OpenAI Python (2.28) and Node
(6.9) SDKs parse it as a chunk and abort the stream on invalid JSON, so every
streaming request on the bypass path failed for clients built on them.
Treat the marker like `request_id`: forward it only when the client listed it
in `nvext.annotations`. The client-supplied marker is still dropped before the
policy runs, so clients cannot force the bypass; it is only remembered as an
opt-in to be told when the bypass happened. The request-side annotation for
the decode hop is unchanged. Document the annotation name in the nvext
reference and add a unit test for the helper plus an end-to-end test that
drives `generate` with and without the annotation through a real decode
routing host, asserting the decode hop never receives a client-supplied copy.

@rmccorm4@ishandhanani could one of you take a look / vet for CI? This is a small gate in the prefill router so the x-bypass-remote-prefill annotation only enters the response stream when a caller opted in. In production it currently leaks as a data-less SSE event and aborts OpenAI Python/Node SDK streams on every warm short request (repro in #17267 ). GitHub-hosted checks are green.
