Reconcile to agno 2.7.0 + agnoctl 0.1.0 - #31

Bumps agno 2.5.14 → 2.7.0a7 (pin in pyproject, regenerated requirements) to match the AgentOS Starter reference. One migration fix: AccuracyEval.avg_score is now Optional in a7 (the a6→a7 numeric-judge-scoring change), so guard for None before the >= 7.0 threshold in evals/run.py. Static validation on this branch: a7 resolves, ruff clean, mypy clean (36 files), docker image builds, all 20 of dash's agno imports resolve in a7.
