Release-prep for v1.3.0 (the first release carrying the pgx v5 migration).

Adds the CHANGELOG section the release workflow (release.yml) extracts via awk when a vX.Y.Z tag is pushed. Merging this readies main for the v1.3.0 tag, which turns into a GitHub Release (Go has no registry publish step -- the tag itself is the release). The tag is not pushed by this PR.

v1.3.0 is a minor bump because the pgx v4->v5 migration (#18, closing #17) is a breaking API change for consumers: the Connection, Queryer, and Transactor interfaces now take v5 pgx types. It also clears GHSA-j88v-2chj-qfwx and GHSA-jqcq-xjh3-6g23, neither of which had a fix in the pgx v4 line.
