The generic api source can list NetBird peers, but it cannot tag disconnected peers or expose peer metadata on the detail page, which the tailscale and headscale sources both do. The netbird source reads GET /api/peers from a NetBird management server (Cloud or self-hosted). NetBird groups become tags, except the built-in "All" group, and disconnected peers are tagged `offline`. Each peer's public connection IP, location, and serial number are left out of metadata. The dev stack adds a NetBird combined server, an init sidecar that gets an owner PAT and a setup key from /api/setup (NB_SETUP_PAT_ENABLED), and two userspace demo peers.

Adds a

Tested against NetBird v0.81.3 in that stack: both peers appear, and a stopped peer gets
offline.
