Prepare 0.2.0 release

Summary

• bump the Python package from 0.1.0 to 0.2.0
• keep the lockfile and bundled frontend package metadata aligned
• prepare the merged dashboard and one-click Oddish experience for a tagged PyPI release

Validation

• pytest — 544 passed
• committed frontend rebuilt with no diff
• wheel and sdist built successfully
• twine check passed
• check-wheel-contents passed
• fresh Python 3.13 wheel install imported encodings and reported programsmith 0.2.0
• programsmith doctor passed with Docker running
• packaged dashboard started, passed /api/health, served the frontend, and stopped cleanly

Merging this PR does not publish to PyPI. Publishing remains gated on the explicit v0.2.0 tag.
