Cline CLI prompt recalls are recorded as shown though Cline drops them #155

In the Cline CLI host, prompt_submit is fire-and-forget: it can't add context. The adapter still renders contextModification for it, and the hook records an injection whenever there's something to render. So every CLI prompt match is scored as a procedure the agent saw when it never did, which skews the comparison with held-out matches that decides when a procedure is taken out of recall.

Applies to the agent support in #149.

Fix idea: render nothing for prompt_submit (only the IDE extension's UserPromptSubmit can take context), add a test, and say in the README that prompt recall for Cline works in the extension only.
