feat(fleet-ms): add fleet analytics reports and remade workspace layout

• Add 13 new script reports across fleet ops, trip performance, fuel &
  cost analysis, and finance & billing, plus 12 dashboard number cards
• Rename Fuel Expense By Trip -> Trip Fuel Cost
• Rework the Fleet Management workspace (renamed from Fleet MS) into
  categorized sections
• Add a pre_model_sync patch so the Fleet MS -> Fleet Management
  rename and Number Card fixtures replicate correctly via bench
  migrate on any site (Number Card fixtures aren't picked up by the
  generic module sync otherwise
