[refactor] Guarantee a defined apiProvider for runtime consumers - #2250
Currently apiConfiguration.apiProvider is potentially undefined which forces every usage site do something about it when it needs a value. However, apiProvider being undefined doesn't make sense in the majority of places, so code can be simplified by having a separate type with required apiProvider and filling it in to default value in less places.
Additionally, there was disagreement what default API provider should be. DEFAULT_API_PROVIDER has been added for this and it's now consistently being set to anthropic across the codebase.

📝 Summary
Summary by CodeRabbit
New Features
Configurations without a selected provider now default to Anthropic, including the corresponding default model in the model selector.
Existing provider selections are retained, including retired providers, which continue to display a warning when used.
Updating part of a provider configuration now preserves other settings.
Bug Fixes
Onboarding now recognizes a default provider without a configured key as unconfigured and guides setup using the existing welcome flow.
Retired providers are not used to submit chat requests.
The change adds a shared Anthropic default for missing API providers and resolves provider settings across host and webview state. It updates model selection, validation, and onboarding behavior, with tests for defaulting, preservation of provider values, and retired-provider handling.
Adds DEFAULT_API_PROVIDER, ResolvedProviderSettings, resolveProviderSettings, and getActiveProvider. Extension state and task test configurations use resolved settings. Tests cover defaulting, preservation of provider names and other settings, immutability, and retired-provider handling.
Host state resolution src/core/webview/ClineProvider.ts, src/core/webview/__tests__/ClineProvider.spec.ts
ClineProvider resolves global and task API configurations when building state. It preserves stored provider names and uses getActiveProvider for telemetry. Tests cover missing, active, and retired providers.
Webview configuration state webview-ui/src/context/ExtensionStateContext.tsx, webview-ui/src/context/__tests__/ExtensionStateContext.spec.tsx
The context starts with the shared default and resolves merged partial settings. Tests cover the initial configuration, an update with an undefined provider, and configuration merging.
Model selection and validation use the shared default when the provider is unset. Welcome configuration checks key availability. Tests cover default model selection, onboarding, and retired-provider submission; fixtures use resolved settings.
The provider default and save behavior are consistent, and retired-provider settings remain preserved. No merge-blocking issue was established.

Full details: Regression Evidence
Explanation
PASS. The changed provider-resolution behavior has focused coverage at the relevant layers. resolveProviderSettings and getActiveProvider tests cover the shared default, explicit providers, retired providers, preservation, and non-mutation. ClineProvider.spec.ts covers missing, active, retired, and task-local configurations in both state paths. Webview tests cover the default model, retired-provider warning with no request, onboarding with a keyless resolved default, and context updates that receive undefined. The validation change has no new output for the current Anthropic default, which is not dynamic. The UI edits are behavior-only; repository guidance does not require a Playwright snapshot for behavior-only changes.
Full details: Security Boundaries
Explanation
PASS. The diff only adds provider resolution and updates UI state. The changed ChatView path explicitly blocks retired providers before posting newTask or askResponse. Backend task creation still calls ProfileValidator.isProfileAllowed, and persisted settings are parsed by providerSettingsSchema. No changed path leaks secrets or PII, executes unvalidated input, or bypasses approval or allowlist controls.
Full details: Persistence Integrity
Explanation
No changed persistence path meets a failure condition. The only persistence-adjacent code change resolves a missing provider before updateProfileModel saves it. That path awaits the mutation queue and persistence operation. Existing activation writes use Promise.allSettled with rejection handling and rollback behavior. The changed state projections pass the resolved default to consumers. No changed write is unawaited or non-atomic.
Full details: Lifecycle Resource Cleanup
Explanation
No changed lifecycle path can leak a resource or duplicate work. The production changes only resolve provider settings, update React state, and select telemetry/provider values (packages/types/src/provider-settings.ts:303-332, src/core/webview/ClineProvider.ts:1968,2966-2967,3145,3942, webview-ui/src/context/ExtensionStateContext.tsx:239,384-387). The changed lines add no listener, watcher, timer, subscription, task restart, cancellation, or disposal behavior.

The test sets apiModelId to new-model, clears apiProvider, and then asserts only apiProvider. A change that drops apiModelId on this path would still pass. The setter spreads the previous configuration before the new value, and resolveProviderSettings spreads its input before it fills the provider, so the model is kept today. One assertion locks that behavior in:

Source excerpt: Register browser-owned stories in `playwright/gallery/stories.tsx` under a stable, descriptive ID and mount them with `mount(storyId, props)`.
Every runtime consumer now receives an API configuration whose
`apiProvider` is always defined, while the stored and partial
`ProviderSettings` shape stays unchanged so storage, import/export,
partial updates and fixtures are unaffected.
- Add `DEFAULT_API_PROVIDER`, `ResolvedProviderSettings`,
`resolveProviderSettings()` and `getActiveProvider()` to the types
package. Resolution only fills a missing provider and passes retired
names through, because the webview needs them for its warnings.
- Type `ExtensionState.apiConfiguration` as `ResolvedProviderSettings`;
inbound message payloads stay `ProviderSettings`.
- Resolve in `ClineProvider.getState()`, `getStateToPostToWebview()`
(including the task configuration) and `updateProfileModel()`, and
replace the repeated retired-provider narrowing with
`getActiveProvider()`.
- Seed the webview's initial state with the default provider and
re-resolve after `setApiConfiguration` merges, so an explicit
`apiProvider: undefined` cannot erase it.
- Replace the scattered OpenRouter/Anthropic fallbacks in
`useSelectedModel`, `ModelSelector` and `validate` with
`DEFAULT_API_PROVIDER`. Unset drafts and tests now resolve to
Anthropic, matching the host.
- Base the welcome flow's "not configured" check on `checkExistKey`
instead of provider presence, so a resolved but keyless Anthropic
configuration still shows the OpenRouter suggestion.
