Summary

Removes .github/CODEOWNERS entirely, per explicit request.

Why

CODEOWNERS caused a review deadlock: it pointed backend paths (/middlewareNode/, /deploy/, /chessServer/, /stockfishServer/, /documentation/analytics-mocks/) at @karthik-veginati, a GitHub handle that returns 404 — it doesn't exist. That made every backend-path PR permanently unapprovable by anyone, since no account by that name could satisfy the codeowner-review requirement.

A fix (#206) corrected the handle to the real account, but was later reverted (#210) at the requester's explicit direction, restoring the broken state deliberately. This PR removes the mechanism outright rather than continuing to patch or revert it.

Removes codeowner-gated review entirely. Requested explicitly after
CODEOWNERS caused a review deadlock: the original file pointed backend
paths at a nonexistent GitHub handle (@karthik-veginati, confirmed 404),
which made those paths permanently unapprovable by anyone. A later fix
(#206) corrected the handle, but was itself reverted (#210) at the
requester's direction. This removes the mechanism outright rather than
maintaining it further.

Effect: PRs no longer require a specific reviewer based on which files
they touch. Standard branch-protection rules (if any) still apply.
