fix(gpt): correct Tengu AgentToolHook wrapper script alias

Fixes Tengu's mangled wrapper script alias for the AgentToolHook tool.

Problem:
Tengu's prompt had a mangled script path instead of the correct alias .

Changes:

• Correct the wrapper script alias from mangled path to proper env-based mimo invocation
• Add license header comment
• Add user-facing name and description
• Ensure proper Windows compatibility hint in sandbox description

Verification:

• All typecheck tests pass (12/12 packages)
• git diff --check clean
• References doc/security/mcp-configuration.md and doc/skills/guides/host-injected-tools.md
