android-actions/setup-android@v3 installs "tools platform-tools" by default. The legacy SDK 'tools' package is no longer in Google's repository, so sdkmanager exits 1 and the test, lint and android-build jobs fail before any project code runs. Verified the original failure against setup-android@v3's package defaults. Explicitly installing only platform-tools avoids the removed legacy tools package, covers every affected CI/release setup step, and the lint, typecheck, test, and Android build checks all pass. LGTM.

Summary
CI has been failing on every run since at least 2026-09-21 (e.g. run 35880971919). The failure is in the
Setup Android SDKstep, before any project code runs.android-actions/setup-android@v3installstools platform-toolsby default.
