Move import statement to top of script block in PlanReview - #25

The pluralise import sat between </script> and <template>, outside the <script setup> block, so Vite silently dropped it. The template's call to pluralise() fell back to an undefined instance property and threw during render, blanking the whole line-items/Salt-calls/options panel while the wizard's own header still showed the call count.

Summary
Reorganized the import statement in the PlanReview component to follow proper Vue 3 script setup conventions by placing all imports at the top of the script block.
Key Changes
pluraliseimport from after thedefineProps()call to the beginning of the<script setup>blockImplementation Details
The import statement was previously positioned after the component props definition, which violates the conventional ordering where imports should always come first. This change improves code organization and readability without affecting functionality.
