KERIA's package metadata is already 0.4.1, but the Makefile still builds/pushes 0.4.0 images and the changelog stops at 0.4.0. Align the release metadata and document the complete release delta.

  • Add 0.4.1 notes covering authentication/ESSR, delegation, credential and API fixes, scheduling defaults and migration, and build/documentation changes. Trace KERIpy from the 0.4.0 pin of 1.2.12 through 1.2.13 and 1.2.14, separating inherited runtime fixes from dependency-only CLI/witness features and excluding reverted experiments.
  • Set Makefile image tags to 0.4.1 and correct README targets and the obsolete setup.py version comment.
  • Make Docker publishing check out the requested release tag, reject a mismatched package version, and use the metadata action's tags and OCI labels.

Validation: wheel and sdist build; twine check; clean wheel installation with CLI help, package/dependency versions, and scheduling-resolution smoke checks; repository-wide Ruff lint/format checks; actionlint; Makefile dry run; workflow version guard accepts 0.4.1 and rejects 0.4.0; diff checks.

No runtime behavior changes. The full integration suite and multi-architecture Docker build were not rerun locally. The changelog remains marked Unreleased until the release date is set; tagging and PyPI/Docker publication follow review and merge.

Document the full change set since KERIA 0.4.0, including the KERIpy 1.2.13 and 1.2.14 runtime changes inherited from the former 1.2.12 dependency. Distinguish dependency tooling from KERIA API additions and record the scheduling migration contract.

Set Makefile image tags to 0.4.1, correct container commands and the version maintenance comment, and build Docker releases from the requested Git tag with matching package metadata and generated OCI labels.

Validated wheel and sdist builds, twine checks, a clean wheel installation and CLI smoke checks, Ruff lint and formatting, actionlint, Makefile dry runs, and matching/mismatched workflow version inputs.
