Resolve invoice, dispute, and contract version issues

Summary

• Add a table-driven invoice state transition matrix and enforce/document the 64-byte reference limit.
• Apply treasury dispute outcomes, emit dispute_resolved, and cover both outcomes plus the non-disputed error.
• Add version() getters to invoice, treasury, and compliance; list them in ABI metadata and report deployed versions from scripts/verify.sh.

Verification

• Compilation and tests were not run, as requested.
• git diff --check, bash -n scripts/verify.sh, and JSON parsing for the ABI metadata passed.
• ABI metadata was updated manually because the repository's snapshot generator invokes Cargo.
