Add configurable settlement expiration, expose the live signer set and token allowlist in stable order, and make a zero daily-withdraw limit clear the cap and its window. Includes regression cases, updated Treasury ABI metadata, and documented error codes.
Validation: no compilation or tests were run, as requested. ABI metadata was regenerated from source without building. The proposal benchmark was not run and its baseline is unchanged.
