Executor's cloud onboarding e2e provisions a "context" service for company lookup, but no such emulator existed, so the hosted control plane answered 404 unknown emulator service. Adds packages/@emulators/context with brand/retrieve by work email address or domain over seeded brands, rejecting free and disposable mailbox domains the way the real resolver does. Registers it in the Cloudflare hosts worker and the CLI registry, and covers the hosted provisioning path with a worker test.
