raise exception if plate name is too long in IDT plate export #348
Description
Excel limits characters per tab name; the export functions should raise an exception if the plate name (which is assigned to a tab in the spreadsheet) exceeds this length.
For example targ_1995_larg_frag_newM13_shrt_int_adps becomes truncated (by Excel) to targ_1995_larg_frag_newM13_shrt.
