docs: add release, decision, and deployment docs - #408

- Record the compiled WASM size and how to measure it, and why size matters for deployment cost (README). - Add ADR 1 documenting why stream enumeration by party is off-chain, the alternatives considered, and what would justify revisiting it (docs/DECISIONS.md). - Document how a release is cut and tagged, how a tag relates to a deployed contract, and who performs a release (CONTRIBUTING.md), cross-linked from CHANGELOG.md. - Document what the deploying identity requires, what control the key retains afterward, and link to key custody guidance (README).
