Adds a configurable retry around ACL token acquisition so transient SecurityService failures no longer fail merchant read paths immediately.

Changes:

• Retry token acquisition up to the configurable AppSettings:SecurityServiceTokenRetryCount value.
• Preserve cancellation semantics so a canceled request still stops immediately.
• Add regression tests for transient exception recovery, retry exhaustion, and cancellation.
