Summary

Implements #810.

This adds a read-model fallback for startup recovery when an in-progress file has no FileAggregate stream:

• Existing FileAggregate retries remain unchanged.
• Missing aggregates are matched by the file ID in the in-progress filename.
• Import-log metadata is used to submit the file as an initial ProcessUploadedFile operation.
• The original upload timestamp is preserved.
• Regression coverage verifies the missing-aggregate path.

• dotnet test FileProcessor.BusinessLogic.Tests/FileProcessor.BusinessLogic.Tests.csproj --no-restore
• 93 passed
