Support historical profile lookup and archive behavior #842

Objective

Allow archived profile versions to remain usable by existing files while preventing new files from using archived profiles.

Scope

• Add lookup methods for archived profile versions.
• Keep historical versions readable after profile archival.
• Reject new uploads against archived active profiles.
• Allow existing files to continue processing against archived versions.
• Add profile-history query behavior and tests.
• Ensure repeated archival remains idempotent.

Acceptance criteria

• Archiving a profile prevents new files from being accepted.
• Existing files referencing the profile continue to process.
• Historical versions remain available for audit and troubleshooting.
• Missing historical versions produce explicit errors rather than silently using the current profile.
