Point Dockerfiles at the relocated NuGet config

When an image is built from the repository root—as done by the Docker build steps in codecoverage.yml, nightlybuild.yml, pushtomaster.yml, createrelease.yml, and buildwindowsimage.yml—both Dockerfiles still execute COPY ["EstateReportingAPI/NuGet.Config", "."]. Relocating the only config to the root removes that source path, so Linux and Windows image builds fail at the COPY instruction before restore; update both Dockerfiles to copy NuGet.Config from its new location.
