fix(workspaces): repair native Web runtime lifecycle and history

Native runtime probes exposed four Web failures: OpenCode rejected the model-bearing ACP command, OMP never settled a completed reply, Pi hid asynchronous provider errors, and Claude reopened without native history. Project OpenCode models through process-local native config, settle OMP on agent_end, surface Pi/OMP model errors, and replay Claude’s active native history chain without changing native credentials or global settings.

Validation:

• Full hermetic suite: 739 files, 6657 tests passed, 3 skipped; root typecheck passed. Final targeted regressions: 30 passed.
• Actual native text replies and same-session history replay: Codex (supported model from model/list), Cursor, Grok, OpenCode, OMP. OpenCode explicit model selection verified through ACP configOptions.
• Actual UI Setup OMP TUI-to-Web restore and second Web reply: history present, no duplicate output or stuck working state.
• Claude real CLI with isolated local provider stub verified reply and history replay; native account is not logged in. Pi account returned authentication failure, now correctly shown. No credentialed success claimed for these two.

The existing plan records the runtime matrix and keeps broader tool approval, cancellation, and cross-surface acceptance open.
