Adds a dedicated tuple decoder so tuple values encoded as
SCVecare checked against their expected signatures.How It Was Done
Added
TupleDecoderwith exact-length and element-type validation, sequential decoding by signature, and descriptive errors. Integrated it into return-value decoding and exported the decoder.Issues Encountered (If Any)

How It Was Tested
Workspace diagnostics reported no errors, and
git diff --checkpassed. Tests were not run.
