Replace elapsed SDK, Chief inspection and merge wait cutoffs with shared scoped disclosure and existing notification delivery. Preserve explicit execution control, current authority and actual exit gates. Refs ThinkFlowLab#2518.
Do not suppress task-attention warnings after worker loss. Correlate Chief warning facts to its exact SDK invocation and protect scoped historical evidence reads. Refs ThinkFlowLab#2518.
Expose observation time and a bounded impact index in the shared first disclosure layer. Refs ThinkFlowLab#2518.

Fixes #2518. Replace the SDK120-second total cutoff with hourly warnings. Chief queue/run thresholds warn independently through the original personal/human Inbox, and merge waits warn every2hours without expiring valid evidence. Old DAG unchanged. One shared service owns summary/topic/evidence disclosure, explicit read declarations and exact-scope execution-only stop; reuse existing scheduler, Effects, Inbox, events and same-Session Chief context exchange. Retain Task history, resident memory, current authority and actual exit gates.
Validation at070d70305c49319cc0cb601b8402ebeca8d14d1b: full root verify5,076 pass/0fail/0skipped, including8actual isolated DSH scenarios. Exact-head Node24/tests-ok SUCCESS, run42015001039.16warning regressions and71warning/native-agent scoped tests pass; current warning module100%lines/89.46%branches/87.23%functions. Provider/callback/configuration branch combinations are not exhaustive; line coverage is not a claim of100%behavior coverage. Actual HTTP/DSH fixture verifies original personal Inbox, host restart recovery and authorized native stop/exit proof. Base-red cases cover obsolete SDK cutoff, unreachable-worker notification, Chief SDK allocations and missing first-layer scope facts.
First-layer facts include Task identity, collection time, critical blockers, exact SDK/allocation state and bounded inspection scope/impact. Details remain paged, redacted, source-bound and historical when superseded. Memory/roadmap, owned architecture, API schemas/examples/counts, decision/changelog and generated mirrors updated; required policy sources and384000-byte cap unchanged, chronology archived verbatim.
Delivery-only Owner basic-gate scope applies. Target rules empty, mergeable. enqueue-guard refuses solely for missing independent Verifier report at this head (risk:T3); no independent PASS is claimed or fabricated, no main merge/admin bypass/rule edit.
Not run: paid models, live OpenToday/deployment, Docker warning transport or new real Codex/CC inference. SDK worker tests use protocol fixtures; HTTP service uses actual DSH with deterministic provider.
