Normal users can not create new projects

For normal users, they can't propose new projects. This problem should be fixed.

Thanks — reproduced, and you were right that something was broken, but in an interesting way: creation was actually succeeding. Any member can propose a project (it starts unattributed — no working group yet). The bug: a recent change moved unattributed projects off the main list, so your new proposal was created and then immediately invisible to you, with no error — indistinguishable from "can't create".

Fixed and deployed:

• Unattributed proposals now show on the Projects list for everyone, flagged "needs a working group" (hover explains: a working-group leader adopts it to run it).
• After you create one, you'll see it on the list right away; when a WG leader adopts it into their group, it gains a group and they can post its needed roles.

This is now guarded by a regression test (a plain member creates a proposal and must still see it after a reload), so it can't silently come back.

Please hard-refresh (Cmd/Ctrl+Shift+R) and try again — and if it still doesn't behave as expected on your account, say so here and we'll dig further.
