docs: make root CLAUDE.md a one-line @AGENTS.md import - #997

Root CLAUDE.md was a manually-synced copy of AGENTS.md and has already drifted (missing the "Self review before push" and "Code Review Rules" sections). Keep AGENTS.md as the single source of truth. Claude Code >= 2.1.277 reads AGENTS.md natively when no CLAUDE.md exists, and the one-line `@AGENTS.md` import keeps channels that have not caught up yet (Bedrock / Vertex / Foundry) working. This stub is the near-term step of Tencent#783 before the root CLAUDE.md can be deleted.
