Update and improve ALKiln docs about dependencies' publishing - #617

Docassemble now allows a package to have dependencies that publish on GitHub. Our documentation described the old requirement that dependencies must be published on Pypi. This updates our description. This PR also moves the description above the instruction to include the author's package dependencies since one must first install packages on the server to properly include them in a package.
