Adds resource-aware verification planning before paid or quota-consuming execution. The package now requires an exact capacity snapshot, explicit reserve arithmetic, bounded substitute plans, and human-exclusive paid authority. Includes 97 passing tests, deterministic release validation, documentation updates, and independently reviewed behavioral evidence.
