Decide project licenses before public Quantum binary releases #4
Select and document deliberate licenses for Quantum Runtime, Quantum Control and Quantum CoreOS before any public binary release or external redistribution guidance is published.
Resolved license family
The three projects use separate, project-specific members of the Starlight Unit Studios Community Source License family:
Starlight Unit Studios Quantum Runtime Community Source License 1.0
Starlight Unit Studios Quantum Control Community Source License 1.0
Starlight Unit Studios Quantum CoreOS Community Source License 1.0
The German text in LICENSE.de.md is controlling. LICENSE.md is the English convenience translation. All three are custom Source Available licenses and are not OSI-approved open-source licenses.
Product-specific decisions
Quantum Runtime
Internal commercial use and Integrated Application Use are permitted. Quantum Runtime itself may not be sold, white-labeled or offered as a standalone paid general-purpose Runtime service. Third-party inference engines, models, model weights, datasets and tools retain their own terms.
Quantum Control
Commercial hosting, managed-service operation and authenticated customer access to managed resources are expressly permitted. Quantum Control itself may not be sold, sublicensed, white-labeled or offered as a standalone paid control-panel, SaaS or general Control API product.
Quantum CoreOS
Commercial services may run on Quantum CoreOS. Hardware, installation, configuration, support and infrastructure charges are permitted, including compliant preinstallation without a separate CoreOS license fee. Quantum CoreOS itself may not be sold as a software license, paid download, image subscription, standalone operating system or white-label distribution. Project-owned fictional and interface assets remain distinct from third-party OS components.
Acceptance criteria
license choice is recorded separately for each repository
compatibility with planned third-party components is reviewed
required attribution and notice structure is defined
trademarks and the fictional 2163 material are treated explicitly
license files and README summaries are added through reviewed pull requests
release and CI verification rejects missing required license and notice files
