## [Unreleased]

## [1.139.0] — 2026-07-28

### docs: x-FuSa spec v1.14.0 — detection heuristics, attestation, traceability MUSTs, coverage metrics

- Closes the enforcement gap left by v1.13.0: that release defined evidence
artifact schemas and a content-quality baseline but left the rules
unenforceable (no detection algorithm, no accountability, no
completeness metric).
- New §1.6.1 "Detection heuristics": placeholder-text (`FUSA-STUB001`,
always ERROR, disposition-suppressible only) and blanket-qualitative-
fallback (`FUSA-STUB002`, a distinct-value-ratio threshold, advisory
WARNING by default) detection rules, both flowing through the existing
§4 `Finding`/fingerprint/disposition machinery.
- New §1.6.2 "Attestation": a DCO-style mechanism — an artifact carries an
optional `attestation` object (independent-reviewer model reused from
FuSaOps' own `vv` package) whose non-stale, hash-pinned "reviewed"
status suppresses the `FUSA-STUB002` WARNING, avoiding false-positive
gates from an imperfect similarity heuristic. `--strict`/
`--require-attestation` escalates an unsuppressed WARNING to exit 1.
- `.fusa-hara.json`: `safetyGoals[].fssrRef` promoted SHOULD → `fssrRefs`
**MUST (≥1 entry)** — closes a real ISO 26262-8 Clause 6
traceability gap.
- `fmea`/`tara`: new `summary.coveragePct` + `--min-coverage N`, mirroring
`trace --func-coverage`, so these artifacts can't quietly analyze only
the easy cases.
- `SpecVersion` bumped `1.13.0` → `1.14.0` (`fusaops.go`).
