## [Unreleased]

## [1.138.0] — 2026-07-28

### docs: x-FuSa spec v1.13.0 — evidence-artifact schema formalization + content-quality baseline

- Formalizes a cross-tool content audit's findings into `docs/x-fusa-spec.md`:
every tool's traceability/unit-test coverage was strong, but several
evidence artifacts were schema-shaped without being information-bearing
(templated FMEA boilerplate across hundreds of rows, an untouched HARA
template, an artifact with invalid JSON).
- New §1.6 "Evidence artifact content-quality baseline" (MUST unless
noted): bans placeholder/template text, requires structural JSON
validity, bans a single hardcoded qualitative fallback regardless of the
item's actual signature, requires real (non-keyword) referents, and
recommends an `"analysis": "heuristic"|"reviewed"` provenance field plus
artifact freshness relative to `.fusa-reqs.json`.
- New §1.2.5 `.fusa-hara.json` schema (MUST read/validate) per ISO 26262-3
Clause 6, matching the `operationalSituations[]`/`hazards[]`/
`safetyGoals[]` cross-referenced shape already used by FuSaOps' own
`hara` package and independently converged on across the family.
- New §9.2 promoted-command schemas for `hara`/`fmea`/`tara`/`safety-case`
(mirroring how `comp` was formalized) grounded in IEC 60812/AIAG-VDA
(FMEA), ISO/SAE 21434 Clause 15 with SFOP impact categories (TARA), and
the GSN Community Standard v3 with all six real node types
(safety-case). New §9.3 schemas for `sas`/`sci` per DO-178C §11.20/11.16.
- §1.5.2: new SHOULD requirement-text quality rule per ISO/IEC/IEEE
29148:2018 §5.2.5, recommending EARS sentence patterns for
auto-generated requirement text.
- §13 updated: these six commands move from "tool-defined" to "canonical —
schema formalized"; none is yet implemented against the new shape and
none is yet consumed by FuSaOps (a future MINOR bump) — this is the
spec-design step only.
- `SpecVersion` bumped `1.12.0` → `1.13.0` (`fusaops.go`).
