[bug] factory set_pool_wasm_hash doesn't validate hash is different from current

[ritaifeoluwa]

In factory/src/lib.rs:382-396, set_pool_wasm_hash accepts any hash including the current one. Setting the same hash is a no-op that still emits an event.
