feat(dashboard): add shared draft tags

Adds shared draft tags for dashboard organisation, with pink chips, a compact autocomplete modal, and multi-tag filtering. Filters and modal state survive live refreshes. Includes the version bump to 0.7.0.

Tags use an additive SQLite/Postgres migration and remain separate from draft summaries, versions, content, availability and notifications. Protected dashboards remain read-only and omit tag data.

Validated with 125 workspace tests, 41 Postgres store/server tests, five browser tests, formatting, build and Clippy. Follow-up colour and version changes passed theme contrast checks and an offline workspace check. All database tests used isolated databases.
