This change adds GitHub project automation and release infrastructure: CI for Rust and Bun across Linux/macOS, Dependabot updates, issue and PR templates, a security policy, and an OIDC-based npm publish workflow triggered by version tags. It also updates the changelog and README to document the new badges, release process, and security reporting guidance.
