Define persistent multi-account cluster identity: unambiguous expansion/contraction preserves cluster_id and emits updated; ambiguous split/merge replacements get new identities. Add required sorted added_user_hids/removed_user_hids and refresh actual Core fixtures, examples and generated schemas.
Enforce transition ancestry: detected has null previous_revision; updated/resolved reference a previous revision (including pre-feature baseline "0"). Complete user_hids remains authoritative despite reordered delivery.
Validation: all 75 tests passed, fresh bundle consistency passed, Redocly lint passed on an identical temporary spec copy outside the workspace path containing #. Core race suites and native ClickHouse publication tests passed.
Companion: https://github.com/ShieldLabs-ai/Shield.Core/pull/472 and https://github.com/ShieldLabs-ai/Shield.Docs/pull/64. No runtime enablement included.
