Summary

• Replaces closed Dependabot #1241. That PR regenerated poetry.lock and dropped paramz 0.10.0 / newer NumPy and SciPy, so the Cython smoke-import failed (numpy.lib.function_base).
• This bump is poetry update ruff only: ruff 0.9.10 → 0.17.1 in pyproject.toml / poetry.lock, plus the matching CI pip install pin and pre-commit rev.
• ruff check and ruff format --check on GPy are clean under 0.17.1 (no source changes).

Test plan

• PR CI: lint job installs ruff 0.17.1 and passes
• PR CI: test/coverage still install (numpy 2.4+/paramz 0.10.0 stay in the lock)
• Confirm poetry.lock diff is ruff hashes only
