Harness output limits held to model bounds; max_tokens is the whole budget - #229
DRAFT — ships alongside RunanywhereAI/InferenceInfra#5737 (server: max_tokens becomes a hard total for every caller, thinking included).
No behaviour change in wally. The prod ledger shows Wally's harnesses already ask 16k–64k, so they keep working when the server stops adding hidden thinking room. This PR pins that down:
Test: every harness config wally writes holds its output limit to the model's own bounds (≥ min(16,384, max_output), ≤ max_output), so a later change cannot quietly drop a harness to a small limit.
Docs:X-RA-Harness is attribution only; max_tokens is the whole budget. Notes on Hermes (writes no limit) and on the Anthropic bridge dropping thinking.budget_tokens (mapping it to reasoning_effort is a later decision).
Tests: full ctest suite via CMake/Ninja, as CI runs it. Independently reviewed: approve (4 low notes: comment wording, one bound the test does not pin).
No behavior change in Wally. As the API moves to treating max_tokens as a hard total (thinking included) with no extra reasoning allowance, Wally pins down its part: harness configs already declare the model's full output capacity, the X-RA-Harness header is attribution only, and the Anthropic bridge crosses max_tokens 1:1.
Output limits
The four harness config writers that declare an output limit now share one helper, output_limit, instead of each copying the "max_output, else window-capped fallback" logic.
A model with a reported max_output gets that cap even when no context window is listed; a window-only model gets min(window, fallback); one with neither gets no limit and the server applies its model default.
OpenCode alone writes no limit when no window is reported, because its limit field needs a context size; Shannon writes maxTokens only when the model has a cap.
Adds a test pinning every written limit to the model's own bounds: at least min(16,384, max_output), at most max_output, and no limit when the catalogue lists none.
Documents that a reasoning model may spend its entire max_tokens thinking, so the client owns making the budget large enough.
Attribution and bridging
Clarifies that X-RA-Harness is usage attribution only and never changes what a request is served; the reasoning allowance is a pending server change Wally does not rely on.
Adds a test showing the Anthropic bridge sends max_tokens as the whole budget and drops thinking.budget_tokens; Hermes receives no limit and relies on the API default.
Written for commit 8e564b4. Summary will update on new commits.

Bug Fixes
Output limits now cover all generated content, including reasoning.
OpenCode, OpenClaw, Prime Agent, and dsh set output limits using each model’s available limits. OpenCode omits the limit when no context window is known; other harnesses use a known output cap where available.
Anthropic requests use max_tokens as the total generation limit. Reasoning-budget settings do not increase it, and an omitted max_tokens remains unset.
…unds
The API is moving to the industry rule for output limits: max_tokens is a
hard total of everything the model generates, thinking included (OpenAI
max_completion_tokens, Anthropic's thinking budget inside max_tokens,
OpenRouter). The control plane's reasoning allowance on top of a named
max_tokens is being removed, so a harness's limit is the whole budget for
thinking plus answer, and making it large enough is the client's job.
No behaviour change. The four config writers that declare an output limit
(OpenCode limit.output, OpenClaw / Prime Agent / dsh maxTokens) each had
their own copy of "max_output, else min(window, fallback)". They now share
catalog_models::output_limit, which documents the rule, and a new test pins
it for all four:
- a model with max_output: min(16,384, max_output) <= limit <= max_output
- a window but no max_output: min(window, 65,536) for OpenCode, OpenClaw,
Prime Agent; min(window, 32,768) for dsh
- no window (a private id the catalogue lists without limits): no limit,
so the server applies the model's default
The writers rebuild our provider block from the live catalog on every
launch (OpenCode's config is ephemeral; OpenClaw, Prime Agent and dsh
replace providers.runanywhere), so an old config asking 262,144 on
deepseek is not carried forward by wally.
Failing test first: the test, written before the helper, failed to compile
error[E0425]: cannot find function `output_limit` in module `harness`

…ole budget
No behaviour change. Brings the comments in line with the API's output-limit
rule (max_tokens is a hard total, thinking included, for every caller; the
control plane's reasoning allowance is being removed) and pins the Anthropic
bridge's part of it with a test.
- declared_harness.rs: the header is bookkeeping (usage by tool), never a
reason a request is served differently. The old text said it earned the
reasoning allowance under RA_REASONING_ALLOWANCE_HARNESS_ONLY; wally does
not rely on that. Room to think comes from the limit wally writes into the
harness config (catalog_models::output_limit).
- anthropic/translate.rs (Claude Code and Claude Desktop bridge): Anthropic's
max_tokens already includes thinking, so it crosses 1:1 as the whole
budget. thinking.budget_tokens is dropped (no gateway field), and only
thinking.type=disabled crosses, as reasoning_effort none. Documented that a
default-thinking model can spend all of max_tokens thinking (deepseek seen
at 24,426 of 32,000); mapping budget_tokens to an effort level is later.
- agents.rs Hermes handoff: no header and no limit written; it follows the
plain-API rule, its own max_tokens as the total, the model default when
none. Writing max_tokens into config.yaml only once Hermes reads it there.
New test: anthropic::translate::tests::
max_tokens_crosses_as_the_whole_budget_and_budget_tokens_is_not_sent
It pins behaviour that already holds, so it was green when written; the break
test is what shows it bites (cargo test --lib max_tokens_crosses):
BREAK A, the bridge halves max_tokens:

BREAK B, the bridge adds budget_tokens on top as max_completion_tokens:

Walkthrough
A shared helper now selects output limits for harness configurations. Harness builders, comments, documentation, and tests describe this limit handling. Anthropic translation comments and tests cover max_tokens forwarding and the handling of thinking-related fields.
The new output_limit function returns a positive max_output when available. Otherwise, it uses the smaller of a positive context window and the fallback, or returns no limit when neither is positive.
OpenCode, OpenClaw, DeepSeek, and Prime Agent use output_limit with configured fallbacks. Tests check output limits across catalog models. Comments and documentation describe token-limit handling for these harnesses and Hermes.
RunanywhereAI/wally#219: Adds the Shannon maxTokens configuration branch that this PR documents.
RunanywhereAI/wally#225: Adds catalog-listed model IDs with zero limits, a case handled by output_limit.
RunanywhereAI/wally#230: Moves OpenCode provider construction containing the output-limit logic changed here.

Qualify the server-default statement for OpenCode 1.x.

Qualify the server-default statement for OpenCode 1.x.
The doc comment says that omitting the limit leaves the server to apply the model's default. That holds only where the outgoing request omits max_tokens, as in the Anthropic bridge. For OpenCode 1.x, the client can substitute its own fallback when limit.output is absent, so the server default may not apply. The same unconditional statement appears in the test comment at tests/test_wally_harness.rs:1361-1373 and needs the same qualification.

Qualify the catalog model documentation and its matching test comment so they
distinguish OpenCode 1.x, where the harness may send its own fallback, from
requests that omit max_tokens, where the server applies the model’s documented

Assert the exact maxoutput value in the output-limit test.
Assert the exact max_output value in the output-limit test.
The range check at tests/test_wally_harness.rs:1483-1488 accepts any limit from min(16_384, max_output) through max_output. For glm-5.3-flash, whose max_output is 131,072, a limit of 16,384 passes. The shared helper returns the full max_output for this model, so the test should require that exact value.
The later check at lines 1503-1507 compares each writer with harness::output_limit. The writers call that same helper, so a regression inside the helper passes both checks.

Update the output-limit assertion in
every_harness_config_writes_an_output_limit_within_the_models_own_bounds to
require each writer’s limit to equal model.max_output; replace the permissive
range check and remove the now-unused FLOOR constant. Keep this check
independent of harness::output_limit so it verifies the declared value directly.

Comments in declared_harness.rs, translate.rs, catalog_models.rs and the test now describe the no-allowance contract as what happens once InferenceInfra#5737 ships. The doc no longer names X-RA-Max-Tokens-Granted, which isn't in the pinned contract.
output_limit keeps a known max_output even when no context window is reported. It returns None only when neither is known.
OpenClaw, Prime Agent and dsh now write that cap outside their window check. OpenCode's limit needs a context size, so it still writes none for a window-less model, and that's noted in the code.
The test has a new output-only model to pin this.
Shannon keeps writing only a known cap. Shannon applies its own default when no limit is set, so a window-only model isn't given a guessed limit. For a capped model this matches output_limit, and the reason is now noted in shannon.rs.
Full cargo test suite and clippy -D warnings are clean.
