Convert src/shared/remote/runtime.test.js to TypeScript, update the isolated Bun inventory, and update the live remote SSH Plan reference.

The 13 existing cases retain their fixtures, subprocess scripts, assertions, platform skips, and cleanup. Named fixture and SSH request-log types reuse the owning ArtifactMetadata contract. The dynamically loaded fixture module uses the real runtime module type. No casts, permissive types, or runtime changes are added.

Validation:

• All 13 remote runtime cases pass through the isolated runner.
• All 11 pre-test CI tasks pass, including root/Workspace/docs type checks, lint, build, and architecture checks.
• Emitted JavaScript AST matches the original exactly, including embedded SSH fixture scripts.
• Independent Standards, Spec, and Tests reviews are clear.
