Adds one entry under Specialized Skills. The public installer explicitly targets
~/.codex/skills. The distinct capability is bounded discovery across skills, PKM, encrypted records and opaque credential metadata, with no permissions granted by installation.HC is an MIT-licensed developer alpha with a Rust CLI, MCP server and agent skills. The source README documents installation and scoped, expiring grants. Checked the canonical public link, existing listings and PRs, and the actual implementation/documentation for the description.
Validation:
git diff --check. A local smoke test using the installed HC binary in a fresh temporary store passed MCP initialization, tool discovery and grant-scoped retrieval. This is not a fresh build of the linked source. No independent security audit is claimed.
