Complete `REQUIRE_OPENGL` and `REQUIRE_GL` migration (humble + kilted) #105

It seems that REQUIRE_GL and REQUIRE_OPENGL are still quite used around robostack https://github.com/search?q=org%3ARoboStack+REQUIRE_OPENGL&type=code, especially in dependencies.yaml, I guess we need to fix those as well.

In noetic, this is fixed in RoboStack/ros-noetic#557 .
