docs: add AMD-owned vendored files to THIRD_PARTY_NOTICES - #917

List the vendored AMD-copyright files with their licenses: xrt_version.h (Apache-2.0), the aiebu headers (MIT), hrx-release.env (Apache-2.0 WITH LLVM-exception), and a new entry for amdxdna_accel.h (GPL-2.0 WITH Linux-syscall-note). Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
