Move the `/api/v1/user/logged-out` configuration from application.properties to an environment variable for Cognito deployments. This configuration is Cognito-specific and should not be hardcoded. Adds the `EXPLOITIQ_SECURITY_PUBLIC_LOGOUT_PATHS` environment variable to the Cognito client deployment configuration with the value `/api/v1/user/logged-out`.
